The Dholera Smart City project is actively continuing its development, with significant progress made on major infrastructure and industrial initiatives in 2025. It is India’s first greenfield industrial smart city and is part of the Delhi-Mumbai Industrial Corridor (DMIC) project.
Key Developments and Progress (as of late 2025)
The project is being managed by the Dholera Industrial City Development Limited (DICDL), a joint venture between the Central Government and the Government of Gujarat.
Smart Governance: A City Integrated Operations Centre (CIOC) has been established to manage the city’s smart infrastructure, including traffic management, waste disposal, and public safety systems, using IoT and data analytics.
Infrastructure Completion: Phase 1 development (a 22.5 sq. km “Activation Area”) is nearing completion, with reports indicating approximately 95% of core infrastructure (roads, water, sewage, ICT) is in place.
Ahmedabad-Dholera Expressway: The 6-lane access-controlled expressway, which will significantly reduce travel time to Ahmedabad, is nearly complete and expected to be operational by the end of 2025.
Dholera International Airport: Construction of the greenfield airport is on track, with the first phase expected to be operational by December 2025 or early 2026.
Semiconductor Manufacturing Hub: This is a major game-changer for Dholera. The Tata Group and Taiwan-based PSMC are establishing India’s first large-scale semiconductor fabrication plant in the region, an investment worth around ₹91,000 crore (approx. $11 billion).
Renewable Energy: The Dholera Solar Park, set to be one of the world’s largest with a planned capacity of 5,000 MW, is actively expanding its initial phases, providing clean power for the city and its industries.
